Decree-Law No. 97/2026, 20 may

Approved by the Council of Ministers on March 27, promulgated by the President of the Republic on May 12, and published in the Official Gazette on May 20, 2026, this decree implements the long-awaited "fiscal shock" for housing, introducing a significant set of benefits that directly affect real estate developers, investors, and owners. Tax authorities Administrative Order No. 68/2026-XXV-SEAF, 12 May

The Government extended, for all taxpayers subject to IRC whose tax period coincides with the calendar year, the deadline for submission of the Model 22 return and the corresponding tax payment, to 19 June 2026. This extension applies to all companies, regardless of whether they are headquartered in an area directly affected by the storms. Companies may submit the return via the Tax Authority portal without any surcharges or penalties up to that date.

Circular Letter No. 25111/2026, 12 May

The Tax and Customs Authority (AT) issued new administrative instructions on the VAT refund regime established by Decree-Law No. 84/2017, of 21 July, clarifying its application in light of legislative changes introduced by the 2024 State Budget. The document consolidates the categories of eligible entities, the eligible goods and services, and the applicable refund limits for each case.

Law No. 13/2026, 16 April
